You cannot bank or teleport on Wyrmscraig until the quest is done, so bring everything. Your boat must be a raft or skiff (not a sloop) and you must be the only player on it to dock in the cavern.

No, but 54 Agility unlocks a rocks shortcut near the end that lets you quickly return to the Mad Angel if you die. The quest requires 62 Sailing, 60 Crafting, 47 Runecraft and 53 Mining, none boostable.
