A Ruff Situation unlocks puppies that can be raised into pet dogs and is a short Novice quest. It needs 15 Crafting plus a needle or costume needle, fur and grain.

Walkthrough

- Start the quest. Talk to Talia twice at the camp just south-west of the Edgeville Monastery, then talk to Gertrude in her house south of the Cooks' Guild.
- Track the stray dog. Interact with the stray dog south of the western Varrock bank, then follow it to the house west of the clothes shop.
- Inspect the den. Inspect the torn newspaper, chewed box and rough bedding, then follow the dog again until a cutscene triggers north of the Cooks' Guild.
- Make a stuffed dog. Use grain on some fur with a needle and thread (or a costume needle) to create a stuffed dog, then talk to Picklenose.
- Rescue the puppies. Pick up the stray puppy, then interact with the stray dog and follow it; do not have a pet out while the dog is following you.
- Deal with the outlaws. Follow the stray dog to the outlaw camp and kill both Outlaws (levels 22 and 23) to complete the quest.
